Changing the oil and oil filter on ANY Chevrolet is a very straightforward and easy task to do on your own. The special type of tool you mention is for transmission oil. I would leave that task to a specialist since changing the transmission oil is not as basic. You should be fine if you use a oil filter wench to remove the filter. Or you can put some rubber gloves and use the grip provided to remove the filter.Im going to attemp to change my oil and oil filter on my 99 chevy malibu is their anything i should be aware..
There are several type of oil filter wrenches, such as the strap type, socket type, claw, etc. They all serve the same purpose and are all relatively inexpensive - $10 or so. If you have strong hands, and good access to the filter you can probably just grab it while wearing rubber gloves and twist it off.

And just remember to drain the oil before taking off the filter. Then just follow the instructions on the box, lube the gasket and tighten about 3/4 of a turn past when the gasket contacts the engine.

As for disposal, around here, it is free for private citizens to bring it to the hazardous waste depot as long as it's under 50 litres (about a dozen oil changes). Companies have to pay, so when you go to a lube shop, you do pay a disposal fee. I always bring the old oil, rags, the old filter and the soap and water I used to clean out the drainpan to the waste depot. Call your local dump and ask about disposal. Many jurisdictions offer free non commercial disposal to encourage environmentally friendly practices.
First see if you can reach the oil filter without raising the front of the car. If you can't, then you need to buy a set of Rhino Ramps and jackstands for safety support of the vehicle when you crawl under it.
Yes, take it to a Jiffy Lube. This is an environmental hazard, and a messy job. It's hard to mess up an oil change, and the guys at Jiffy Lube will get it right, and there's no reason to be doing it yourself. You don't need any special tools besides the filter wrench. Think about it though... if you do it yourself it's going to cost more than Jiffy Lube, and be a wicked pain in the butt.

And don't even think about disposing of your old oil for free. You will have to pay to have it disposed of properly. Anything else is an environmental hazard and you can be fined for it.
you are going to make a mess
Make sure when you take the filter off that the gasket comes off too. Many will not notice the old one is still stuck on there and put the new one on too and it will cause bad leaks. Other than that, it's easy,
whatever you do,dont forget to turn the engine off.LoL
